The AMD Catalyst 13.9 Drivers for Linux has been released. No official release announcement/change-log has yet to be issued. This is based on Catalyst 13.6 Beta (NOT 13.8) with more fixes. So Xserver 1.14 support, GLX_EXT_buffer_age extension support, UVD/OpenGL/Vsync fixes against the last final driver, Catalyst 13.4.
To install this driver in Ubuntu 13.04 Raring, Ubuntu 12.04 Precise and Ubuntu 12.10 Quantal. First download the package from the link below:

Once downloaded, go to ~/Downloads folder, uncompress the package and right-click on the result amd-catalyst-13.9-linux-x86.x86_64.run file. Go to its Properties window, and check ‘Allow executing file as program’ under Permissions tab.
Finally open terminal by pressing Ctrl+Alt+T key combination, and run the installer via below command:
./amd-catalyst-13.9-linux-x86.x86_64.run
