How to add a Launcher to Desktop/Start Applications Menu in Ubuntu

Ubuntu Linux has a great deal of open source software,but there’s no launcher in Applications menu,or icon on desktop for some of them,
and after installation,you need to launch them by typing command in terminal.Tutorial shows to how to creat an launcher for fresh applications.
I just installed xmms in my ubuntu,and following is how to add a launcher for xmms.
1.Right click on desktop,and select Create Launcher.
In this screen,click on icon to choose another,type apps. name and command to launch.You will see the icon on desktop after click on OK.
2.Right click on Applications and select Edit Menus
And in following screen select location in left and click on Add item on right.Then type in Name,Command.

Any idea how to create launchers via the command line? I want to set up a bash script to run after a fresh install, but I can’t figure out how to add some launchers to the menu via the script. Thoughts?
